Short, because the transaction is short. You pay once, you get a file, you may use it for whatever you like.
The Boring Thing is operated from Fredericksburg, Virginia, United States. It is not incorporated as a separate company at the time of writing, so you are dealing with an individual operator rather than a corporate entity. That is worth knowing before you spend money, which is why it is here and not buried. These terms and any dispute under them are governed by the law of the Commonwealth of Virginia.

Digital files, delivered by download immediately after payment. Each product page states the price and what is inside before you pay. There is nothing recurring and no account.
Prices are set in US dollars. A card issued outside the United States may be charged in its own currency instead, converted by Stripe at its rate on the day. Stripe's checkout page shows you the amount and the currency before you confirm, and a refund goes back in the same currency you paid in. The exchange rate on a refund is the rate on the day of the refund, so it can differ a little from what you paid. That part sits with Stripe and your bank.
Payments are processed by Stripe, whose account for this business is registered as Ace Systems. That is the name that appears at checkout and on your statement.
Each pack carries its own licence file, and that file governs, not this paragraph. They are not identical, so read the one you bought. The short version of all three:
LICENSE.txt inside the pack.Why the difference: the underlying federal records are public domain under 17 U.S.C. §105 and nobody can licence those to you. What the HVAC pack adds on top is computed rather than copied, and its licence covers that work. Citing NOAA, USDA or the Census Bureau is good practice everywhere here and a legal condition nowhere.
None of these packs is affiliated with, endorsed by, or reviewed by ASHRAE, ACCA, NOAA, the USDA or the Census Bureau. Where trade names appear they identify a standard, nothing more.
A forecast. Every number in the climate packs is a 1991 to 2020 normal, meaning a thirty-year average of what happened, not a prediction of what will. A frost date is the average, so roughly half of years frost later than it says. The HVAC design temperatures are a starting input to a load calculation and not a substitute for one.
Do not use any of it as the sole basis for a decision where being wrong is expensive. Check the confidence column and the station distance first. They are in every pack for exactly this reason.
The packs are built from federal records with the transformations described in each README. Mistakes are possible. If you find one, email it in: it gets fixed, and you get a refund if you want one. There is no warranty beyond that, and liability is limited to what you paid. For a $19 file that is the honest shape of the deal.
